   this isn’t a rhetorical qeutsion right? well anyways umm i guess if the tattoo artist is was experienced with a certificate or license and let you know of std’s or something and you had your parents consent and you have to be 14+ years old, and they were okay with it then it wouldn’t be illegal. hope this helped
